Arrest does not mean conviction. An arrest or jail booking records an accusation and custody event. Charges may be dismissed, withdrawn, reduced, amended or resolved through a different disposition. Verify the court docket before treating a booking charge as the outcome.

Troubleshooting
No Delaware County arrest record found? Check these causes
The person is still being processed
A recent arrest can require identification, medical screening, arraignment and transfer steps before normal custody information stabilizes.
The wrong custody system was searched
Pennsylvania DOC’s state-prison locator does not list people held solely in county jail.
The person was released
Current custody searches do not substitute for the criminal docket.
The arrest was made by municipal police
Search the court case and request the police report from the municipality.
The name differs
Try a surname-only search, maiden name, former name, alias, suffix or spelling variant.
The case is still at the MDJ level
Search both Magisterial District Court and Common Pleas records.
The case is sealed or limited access
Pennsylvania UJS does not display sealed, expunged or Clean Slate limited-access cases publicly.
The arrest occurred outside Delaware County
Search the jurisdiction where custody actually occurred.
Missing-custody call script

Full case path
What happens from arrest to Delaware County court disposition?
Police investigation and arrest
A municipal department, county agency, Pennsylvania State Police or another agency creates the investigative record.
Booking and custody
The person may enter George W. Hill Correctional Facility depending on the case and release decision.
Preliminary arraignment
Charges, bail and initial court obligations are addressed.
Magisterial District Court
Preliminary hearings and early case proceedings can occur at one of Delaware County’s Magisterial District Courts.
Common Pleas filing
Cases proceeding to the Court of Common Pleas receive a Delaware County criminal docket maintained through OJS.
Pretrial proceedings
The docket may contain motions, bail changes, discovery-related entries, continuances and hearings.
Disposition
Individual counts may result in withdrawal, dismissal, nolle prosequi, guilty plea, trial verdict or another final result.
Sentence or supervision
A qualifying case may lead to probation, county custody, state custody or another court-ordered outcome.
Record relief
Eligible cases may later qualify for expungement, limited access or automatic Clean Slate treatment.
Arrest and incident reports
Request the actual police record without sending it to the wrong office
Find the arresting agency on the docket
Do this before submitting any Right-to-Know request.
Determine whether it is a municipal or county record
A Chester, Upper Darby, Haverford, Radnor, Springfield, Ridley or other local police report normally stays with that municipality’s records process.
Use Delaware County JustFOIA only for County records
The County portal allows electronic submission, tracking, email updates and downloading responsive records.
Open Delaware County Open Records
Use the municipality directory for municipal police
Open the official municipal website and locate its police or Right-to-Know instructions.
Find the municipality
Name the exact document
Ask for the arrest report, incident report, criminal complaint or specifically identified releasable record.
Add narrow identifiers
Include full name, incident date, address, police report number and court docket.
Ask for electronic delivery
This can reduce unnecessary copy and mailing expense.
Save the request number
Use it to track the response instead of submitting duplicates.
Delaware County states that County Right-to-Know requests require the approved form, the requester’s mailing address and a requester who is a U.S. resident. Anonymous County requests are not fulfilled under the County policy.
Copy-ready records request
I request an electronic copy of the releasable arrest report, incident report and identified supplements concerning [full legal name] for the event on or about [date] at [location]. Known identifiers are police report number [number], Magisterial District Court number [number] and Common Pleas docket [number]. Please notify me before processing if fees will exceed $[amount] and identify the legal basis for any withheld or redacted material.
County Right-to-Know timing
Initial response
Delaware County explains that a written request is deemed denied when no written response is received within five business days, subject to lawful extensions and the Pennsylvania RTKL process.
Appeal window
The County states that a denial or deemed denial may generally be appealed to the Pennsylvania Office of Open Records within 15 business days.
Pennsylvania court search
Find the charges, hearings and final court outcome
Search by docket number whenever possible
This is safer than matching a common name.
For Common Pleas, look for county code 23
Delaware County Common Pleas criminal dockets generally appear in the pattern CP-23-CR-####-YYYY.
Check Magisterial District Court cases too
A recent case may still be at the preliminary-hearing stage.
Match the police department and offense date
These fields help separate same-name defendants.
Read the charges section
Compare the court charges with the allegations recorded at arrest.
Read the docket entries chronologically
Look for bail changes, preliminary-hearing results, continuances, warrants and disposition entries.
Check every count
Different counts can have different dispositions.
Use OJS when the online summary is insufficient
Delaware County’s Office of Judicial Support maintains Common Pleas criminal case files.
Open Office of Judicial Support
No result does not always mean no case. Pennsylvania UJS states that juvenile, expunged, sealed and limited-access cases are excluded from public Case Search.

- State inmate number or current state institution.
Do not use it alone for
- George W. Hill county custody.

Pennsylvania criminal history
Use PATCH or Access and Review for statewide records
PATCH background check
- Searches Pennsylvania State Police Central Repository criminal-history information.
- Individual check: $22.
- Optional notarization: additional $5.
- Volunteer checks are free.
- A “Request Under Review” does not mean the person has a record.
Personal Access and Review
- Used for your complete Pennsylvania criminal history, including non-convictions.
- Requested using Form SP 4-170.
- Must be submitted by mail.
- Current fee: $20.
- Useful before an expungement or record challenge.
How to run a PATCH search
Select Submit a New Record Check
Individuals generally use the non-registered-user process.
Enter accurate requester information
PATCH requires requester and subject information.
Enter the subject carefully
A name-based record check creates greater same-person risk than fingerprint confirmation.
Pay the $22 individual-check fee
Use the supported online payment method.
Save the control number and request date
These are needed to retrieve or validate the result.
Understand “Under Review” correctly
PSP says this status only means submitted identifiers may match repository information and require manual review.
Pennsylvania State Police states that about 85% of “No Record” certificates are returned immediately. A request needing manual review can take longer and does not establish that a criminal record exists.
Record correction
Fix a wrong identity, charge or disposition
Identify where the error appears
Compare the police report, UJS docket, jail record and PSP criminal history.
Save the incorrect entry
Record the docket, incident number, date and disputed information.
Obtain the controlling document
A certified court disposition is stronger evidence of the case outcome than an old arrest listing.
Correct the originating agency
Police data should be raised with the police agency; court data with the court or OJS; facility data with George W. Hill Records.
Obtain an Access and Review for a PSP problem
Use Form SP 4-170 when the statewide criminal-history record is disputed.
Recheck public systems after correction
Updating one custodian does not necessarily correct every independent government or private database immediately.
Correction and expungement are different. Correction fixes information that is inaccurate. Expungement or limited access restricts an otherwise valid record when Pennsylvania law permits.
Expungement and Clean Slate
Clear or limit access to an eligible Delaware County criminal record
Expungement
Removes qualifying arrest or criminal-history data according to Pennsylvania law and a valid court process.
Limited access
Restricts qualifying court information from ordinary public access without treating the case as though it never existed.
Clean Slate
Certain qualifying Pennsylvania cases can receive automatic limited-access treatment when statutory requirements are met.
Pennsylvania UJS states that sealed, expunged and limited-access Clean Slate cases do not appear in public Case Search.
Complete the form accurately
Review your complete Pennsylvania arrest history rather than relying only on public court search.
Include the $20 PSP fee
PSP instructs applicants to include a certified check or money order payable to the Commonwealth of Pennsylvania.
Include government photo ID
Add representation documentation when an attorney or representative is handling the request.
Mail the Access and Review request
Pennsylvania State Police Central Repository – RCPU, 1800 Elmerton Avenue, Harrisburg, PA 17110-9758.
Obtain the Delaware County dispositions
Compare every arrest on the state record with the MDJ and Common Pleas outcome.
Check whether automatic Clean Slate already applies
If the case is no longer public, contact the court before filing a duplicate petition.
File through Delaware County OJS when a petition is required
Confirm the exact filing amount before submission.
Open Delaware County OJS
Use the 2026 local fee schedule
Current published OJS charges are $149.50 with an existing docket or $154.50 when a docket must be assigned.
Request in forma pauperis treatment when legally eligible
Pennsylvania Courts publishes an In Forma Pauperis motion for people who cannot afford qualifying court costs.
Keep the signed court order
Retain certified proof in case a court, jail, State Police record or private background report needs follow-up.
